Preface

Role of the Core Service Agency (CSA)

The Cecil County Mental Health Core Service Agency is the local mental health authority responsible for planning, managing, and monitoring public mental health services. We do not provide direct mental health services. The functions of CSAs are to plan, develop, and manage a full array of treatment and rehabilitation services for persons with serious mental illness. The CSA also handles consumer complaints, grievances, and appeals.

Mission Statement

The mission of the Cecil County Mental Health Core Service Agency is to provide leadership and accountability in Cecil County for a diverse, comprehensive, and accessible array of quality public mental health services responsive to the needs and desires of citizens with mental illnesses, their families and service providers. All public mental health services will be responsive to the needs of individuals and families and comprehensive in scope.

The vision of the Cecil County Mental Health Core Service Agency is to promote and effectively manage a well-coordinated and integrated mental health system responsive to the needs of the citizens of Cecil County.

Introduction

The purpose of this directory is to provide Cecil County residents with an easy to use, informative guide to mental health and related services, agencies and organizations available to them. This directory is not meant to be an exhaustive guide to all available services nor an endorsement of any specific provider. The directory can be used to augment a search for assistance. The telephone directory, your primary care physician, friends, family and clergy are also potential sources of information.

When to Seek Help

People seek professional mental health treatment for many reasons. Some of the signs and symptoms that may signal the need to consult with a mental health professional include:

  • Frequent feelings of anxiety or nervousness
  • Sleeplessness, frequent waking or excessive sleeping
  • Noticeable difficulty concentrating
  • Increased use of drugs and/or alcohol to cope with moods
  • Unusual changes in appetite
  • Unusual difficulty making decisions or handling routine tasks
  • Unpredictable or frequently changing moods
  • Withdrawal from previously enjoyed activities or responsibilities
  • Excessive crying or emotional outbursts
  • Behaviors or ideas that are perceived as noticeably odd by others
  • Hearing voices that no one else seems to hear
  • Persistent feels of hopelessness and despair
  • Threats or persistent thoughts about suicide

    Federal Benefits

    Supplemental Security Income (SSI)

    To be eligible for SSI, a person must be age 65 or older or disabled or blind and have limited resources and income. A person age 18 or older is considered to be disabled if a physical or mental impairment prevents him or her from working and is expected to last at least 12 months or result in death. A minor child can be eligible for SSI based on disability. In the State of Maryland, SSI recipients also receive Medicaid (Medical Assistance) which can pay for health care expenses and prescriptions.

    Social Security Disability Income (SSDI)

    This income support is for those who have met eligibility requirements for disability based on their prior work history. Benefits are paid to individuals who are unable to work for a year or more because of a disability. Benefits continue until a person is able to work again and a number of work incentives are available to ease the transition back to work. An individual can receive SSDI until age 65.

    For both programs, there is an application process and the individual must meet several eligibility requirements. The application process begins by contacting the local Social Security office:

    Energy Assistance Programs

    Various programs to assist with home heating, energy and weatherization costs

    Food Stamp Program

    Food stamps help low-income households buy the food they need for good health and are used like cash to buy food. Eligibility requirements include resource and income limits.

    Temporary Cash Assistance (TCA)

    Temporary Cash Assistance (TCA) provides cash assistance to needy families with dependent children when available resources do not fully address the family's needs and while preparing program participants for independence through work.

    Medicare

    Medicare is a Health Insurance Program for people age 65 or older and some disabled people under age 65. For more information contact:

    Medicaid / Medical Assistance (MA)

    Medicaid (also called Medical Assistance) is a program that pays the medical bills of people who have low income and cannot afford medical care. Medicaid covers persons who fall into certain categories such as low- income families, children, pregnant women, women with breast or cervical cancer, the elderly, and persons with disabilities.

    People who receive money through Supplemental Security Income (SSI) or Temporary Cash Assistance (TCA) automatically receive Medicaid. If you do not receive SSI or TCA, you must file an application at:

    Medical Assistance for Families

    Medical Assistance for Families will provide comprehensive health care to many more parents and other family members caring for children. Eligibility depends on family size and income. The annual income limit is about $21,200 for a family of three. Medical Assistance for Families will provide health services including:

    • Low-cost or free prescriptions;
    • Doctor visits;
    • Emergency room visits;
    • Hospital stays and lab services

    Health Insurance

    Primary Adult Care (PAC)

    PAC offers health services to people 19 and over who make limited amounts of money each year. To qualify you must be age 19 or over, not on Medicare and you must meet income and asset conditions. PAC offers:

    • Free visits to a family doctor.
    • Free outpatient visits to a counselor or psychiatrist for mental health services.
    • Lower-priced or no-cost prescription drugs.
    • PAC does NOT pay for hospital stays, emergency room visits, or specialty care.

    Employed Individuals with Disabilities (EID)

    EID allows eligible Marylanders with disabilities to pay a small fee to receive health care coverage. EID provides:

    • Full fee-for-service Medicaid coverage
    • Wrap around services for those with other health insurance or Medicare

    For an individual to be eligible, income cannot exceed 300 % of the Federal Poverty Level.

    NeedyMeds.org has information on medication and health care assistance programs. Programs called PAPs (patient assistance programs) provide free or low-cost medication to low-income people who are uninsured or under-insured. NeedyMeds.org can help you search for programs to assist you with your prescription costs.

     

    Managed Care Organizations

    Managed Care Organizations (MCOs) are health care organizations that provide services to Medicaid recipients in Maryland. These organizations contract with a network of providers to provide covered services to their enrollees.

    HealthChoice is the name of the Maryland's statewide mandatory managed care program which began in 1997. The HealthChoice Program provides health care to most Medicaid recipients. Eligible Medicaid recipients enroll in a Managed Care Organization (MCO) of their choice and select a Primary Care Provider to oversee their medical care.

    Community Behavioral Services is non-profit agency offering several types of mental health programs, including Psychiatric Rehabilitation Programs for adults and children in Harford and Cecil counties. CBS offers on-site as well as off-site services to assist clients with community support and achieving and maintaining independent living. CBS also offers a supported employment program.

    The Veterans Center is a Federal Program operating as readjustment counseling service with the Department of Veterans Affairs. The primary mission is to provide counseling and support to war zone veterans.     On Our Own of Cecil County is a self-help group for people who have suffered from a mental illness and are at different stages of recovery. Services offered include: a "drop in" day center, "warm-line" telephone hotline, family fun nights, outings and trips, classes and trainings on health and wellness, WRAP groups and peer-to-peer support and advocacy.

    The Pro Bono Counseling Project assures that uninsured or under-insured, low-income families and individuals in need of mental health care are linked with licensed mental health professionals who provide care at no cost. Eligibility factors include: uninsured/ underinsured/ low to moderate incomes/ limited resources and people who do not request care for chronic mental illness or substance abuse, do not require the therapist to appear in court and do not present a threat of suicide or violence to the therapist.

    Upper Bay Counseling & Support Services, Inc. provides a broad and expanding range of high quality behavioral health and community services. Upper Bay is the largest provider of behavioral and mental health services in Cecil County. Staff includes psychiatrists, psychologists, licensed social workers, licensed professional counselors, and clinical nurses.     Rockford Center is a private, acute-psychiatric hospital with 94 licensed beds that offers both inpatient and partial hospitalization services to children, adolescents and adults. Rockford Center accepts private insurance, self-pay and Medicare and Medicaid from residents of Delaware, Maryland and Pennsylvania. Rockford offers a 24/7 assessment service that is free of charge.

    Union hospital's 13 bed adult inpatient psychiatric unit's treatment and care focus on psychiatric crisis intervention and stabilization. Working closely with the Emergency Department's referring physicians and social workers, their specifically trained psychiatric caregivers provide intensive assessment and intervention to diagnose the illness or condition that led to the need for hospitalization. Staff provides the treatment and support needed to help patients through their time of crisis, so they can safely transition back to the community.

    The Thomas B. Finan Center is a licensed 119-bed state inpatient psychiatric hospital. The Center's operating capacity is 114 beds and focuses on the adolescent (13-17), adult (18-64) and geriatric (65 and over or functional level) populations.

    Upper Shore Community Mental Health Center provides acute and long-term psychiatric services to the citizens of the five Upper Eastern Shore counties of Talbot, Caroline, Queen Anne's, Kent, and Cecil. These services are provided in conjunction with and in support of the general hospitals on the Eastern Shore which provide psychiatric inpatient care and with the various nursing homes, clinics, and community rehabilitation programs dispersed throughout the shore.

    The Cecil County Health Department's public health responsibility is to improve the health of Cecil County and its residents, in partnership with the community, by providing leadership to find solutions to our health problems through assessment, policy development and assurance of quality health services and education. Interpreting services are available free of charge to all clients receiving Cecil County Health Department services

    Services provided to the public are issuing birth and death certificates, health insurance eligibility determinations, and transportation to non-emergency medical appointments for qualified Medical Assistance recipients.

    Alcohol and Drug Recovery Center 410-996-5106

    Alcohol and Drug Recovery Center provides: substance abuse related education, assessment, intervention, counseling and treatment services to adult and adolescent patients and their family members. Patients are also encouraged to attend recovery oriented support groups, including Narcotics Anonymous and Alcoholics Anonymous meetings, several of which are held at the Health Department.

    Services include: home visits for pregnant and post partum women and children, WIC (Women, Infants and Children's) Program nutrition counseling, pregnancy testing, emergency contraception, and family planning services

    Environmental Health Division 410-996-5160 The Environmental Health Division enforces state regulations, conducts inspections, and issues licenses and permits. Services include: soil testing for septic systems, well permits, food services inspections, rabies vaccination clinics and control, inspection of bathing beaches, swimming pools, issuing burning permits, and nuisance investigations.

    The Division of Health Promotion interacts with the community by providing health education and outreach programs. Services include HIV/AIDS prevention, blood pressure screenings, dental sealant program, referrals and follow-up for childhood immunizations, colorectal, breast and cervical cancer screening outreach and free stop smoking programs.

    Office of Epidemiology and Emergency Preparedness 410-996-5113

    This Office promotes the health of Cecil County residents by providing epidemiological and public health emergency planning and support. Epidemiological services include community health assessments, project planning and development, and project evaluation. OEEP works jointly with the Office of Communicable Disease Control and Environmental Health Services to provide support and assistance with epidemiological investigations and outbreak control measures. Emergency preparedness activities include emergency response planning and evaluation, staff training and curriculum development, and developing publications for public use.

    The Special Populations Division is comprised of four units. Each of these units provides distinct, yet related, services.

    • The Mental Health-Core Service Agency performs planning and funding of service development for areas not otherwise covered in the public mental health system. Services include funding for the uninsured.
    • The Personal Care program provides in-home practical help to chronically ill persons to allow them to stay in their homes and to live independently, as long as possible.
    • Adult Evaluation and Review Services provides assessments for frail adults at risk of institutionalization. This unit develops comprehensive plans of care to allow the client to remain in their home.
    • The Developmental Disabilities program provides case management to eligible residents having a developmental disability or suffering a severe disability occurring prior to the age of 22. The goal is to assist the individual to achieve optimal integration into society.

    Office of Communicable Disease Control 410-996-5100

    The Office of Communicable Disease Control promotes the health of Cecil County residents through monitoring and controlling communicable diseases and conditions. Services of this office include: outbreak investigation and control, immunizations, screening, testing and treatment of sexually transmitted infections, and case management of residents affected by communicable diseases.

    George Porter House:
