The Cecil County Mental Health Core Service Agency is the local mental health
authority responsible for planning, managing, and monitoring public mental health
services. We do not provide direct mental health services. The functions of CSAs are to plan, develop, and manage a full array of treatment and rehabilitation services for persons with serious mental illness. The CSA also handles consumer complaints, grievances, and appeals.
The mission of the Cecil County Mental Health Core Service Agency is to
provide leadership and accountability in Cecil County for a diverse, comprehensive,
and accessible array of quality public mental health services responsive to the needs
and desires of citizens with mental illnesses, their families and service providers. All
public mental health services will be responsive to the needs of individuals and
families and comprehensive in scope.

Federal Benefits
Supplemental Security Income (SSI)
To be eligible for SSI, a person must be age 65 or older or disabled or blind and have limited resources and income. A person age 18 or older is considered to be disabled if a physical or mental impairment prevents him or her from working and is expected to last at least 12 months or result in death. A minor child can be eligible for SSI based on disability. In the State of Maryland, SSI recipients also receive Medicaid (Medical Assistance) which can pay for health care expenses and prescriptions.
Social Security Disability Income (SSDI)
This income support is for those who have met eligibility requirements for disability based on their prior work history. Benefits are paid to individuals who are unable to work for a year or more because of a disability. Benefits continue until a person is able to work again and a number of work incentives are available to ease the transition back to work. An individual can receive SSDI until age 65.

Medicaid (also called Medical Assistance) is a program that pays the medical bills of people who have low income and cannot afford medical care. Medicaid covers persons who fall into certain categories such as low- income families, children, pregnant women, women with breast or cervical cancer, the elderly, and persons with disabilities.

Medical Assistance for Families
Medical Assistance for Families will provide comprehensive health care to many more parents and other family members caring for children. Eligibility depends on family size and income. The annual income limit is about $21,200 for a family of three. Medical Assistance for Families will provide health services including:

Primary Adult Care (PAC)
PAC offers health services to people 19 and over who make limited amounts of money each year. To qualify you must be age 19 or over, not on Medicare and you must meet income and asset conditions. PAC offers:
- Free visits to a family doctor.
- Free outpatient visits to a counselor or psychiatrist for mental health services.
- Lower-priced or no-cost prescription drugs.
- PAC does NOT pay for hospital stays, emergency room visits, or specialty care.

Managed Care Organizations (MCOs) are health care organizations that provide services to Medicaid recipients in Maryland. These organizations contract with a network of providers to provide covered services to their enrollees.
HealthChoice is the name of the Maryland's statewide mandatory managed care program which began in 1997. The HealthChoice Program provides health care to most Medicaid recipients. Eligible Medicaid recipients enroll in a Managed Care Organization (MCO) of their choice and select a Primary Care Provider to oversee their medical care.

This Office promotes the health of Cecil County residents by providing epidemiological and public health emergency planning and support. Epidemiological services include community health assessments, project planning and development, and project evaluation. OEEP works jointly with the Office of Communicable Disease Control and Environmental Health Services to provide support and assistance with epidemiological investigations and outbreak control measures. Emergency preparedness activities include emergency response planning and evaluation, staff training and curriculum development, and developing publications for public use.

The Special Populations Division is comprised of four units. Each of these units provides distinct, yet related, services.
- The Mental Health-Core Service Agency performs planning and funding of service development for areas not otherwise covered in the public mental health system. Services include funding for the uninsured.
- The Personal Care program provides in-home practical help to chronically ill persons to allow them to stay in their homes and to live independently, as long as possible.
- Adult Evaluation and Review Services provides assessments for frail adults at risk of institutionalization. This unit develops comprehensive plans of care to allow the client to remain in their home.
- The Developmental Disabilities program provides case management to eligible residents having a developmental disability or suffering a severe disability occurring prior to the age of 22. The goal is to assist the individual to achieve optimal integration into society.

Senior Services offers a wide variety of activities and trips, as well as educational programs, art classes, Information and Assistance and fitness opportunities through our two Centers:
The Elkton Center is open from 9:00 am to 2:00 pm Mon. through Fri.
The Perryville Center is open from 9:30 am to 1:00 pm. Tues, Wed, and Thurs.

Compassionate, professional staff is available to care for mentally or physically challenged loved ones. Along with helping impaired adults maintain or restore daily living skills, staff provides meals, manages medications and hosts social activities. Services are provided Monday - Friday, 7:30 a.m. to 5:15 p.m.
Transportation is provided to and from the center, and financial assistance is available

The Developmental Disabilities Program can assist people with developmental disabilities and their family's access services and supports needed to help them live in the community.
