The Cecil County Health Department offers services and clinics to all county residents through its six divisions.
Administrative Services (410) 996-5550Provides administrative services to include budget, fiscal, human resources, building, fleet and Information resources management. Services provided to the public are birth and death certificates, health insurance eligibility determinations, and transportation for non-emergency medical appointments for qualified Medicaid recipients. Services provided:
Alcohol and Drug Centers (410) 996-5106The Alcohol and Drug Center's mission is to provide identification, assessment and treatment services for the chemical dependence related needs of the community. These services are available to all Cecil County residents, adult and adolescent, and are based on the Chronic Disease Model of Treatment. Clients are evaluated at intake to determine appropriate placement and are reassessed during their treatment to determine if the recommended level of care continues to be appropriate. The levels of care available through the Alcohol & Drug Center are: traditional outpatient (adult and adolescent), detoxification aftercare, jail-based program, jail-based aftercare, and early intervention and education for adolescents. Community Health Services Division (410) 996-5130The Health Department's Community Heath Services Division offers a variety of health services for children and adults. Services include: home visits for pregnant women and children; school-based wellness centers; Women, Infants and Children's Program nutrition counseling; pregnancy testing; family planning care; immunizations; control of communicable diseases; sexually transmitted disease treatment; AIDS counseling and testing. Most services are on a walk-in basis, but some require appointments. Services provided
Environmental Health Division (410) 996-5160The Environmental Health Division enforces state regulations, conducts inspections, and issues licenses and permits. Services include soil testing for septic systems; well permits; community water supply and sewage systems surveillance; food services inspections; rabies vaccination clinics and control activities; inspection of bathing beaches, swimming pools, public camps, and mobile home parks; issuing burning permits, and nuisance investigations. Division of Health Promotion (410) 996-5168The Division of Health Promotion interacts with the community by providing health education and outreach programs. Registered Nurses, Health Educators, Coordinator of Special Programs, and Outreach Workers educate and encourage Cecil County residents to practice behavioral changes that prevent disease and help promote healthy lifestyles. Preschoolers to senior citizens enjoy an extensive range of services and programs including HIV/AIDS prevention, blood pressure screenings, dental sealant program, referrals, and follow up for childhood immunizations, colorectal, breast and cervical cancer screening outreach, free stop smoking programs and Nicotine Replacement Program/Chantix® Services programs. At-risk programs offered are drug use prevention and HIV/AIDS Prevention Education Programs. Highway safety programs are comprised of mini-grants that fund enforcement activities addressing occupant protection, impaired driving, distracted drivers and aggressive driving. Mini-grants are also available to community groups in the area for tobacco use prevention. Staff assist the Accident, Cancer and Tobacco Task Forces to develop and implement community action plans to address injury issues, and colorectal cancer and tobacco use prevention. Staff provides information and educational materials on health topics upon request from the community. Services provided:
Office of Epidemiology and Emergency Preparedness (OEEP) (410) 996-5113This Office promotes the health of Cecil County residents by providing epidemiological and public health emergency planning and support. Epidemiological services include community health assessments, project planning and development, and project evaluation. OEEP works jointly with the Office of Communicable Disease Control and Environmental Health Services to provide support and assistance with epidemiological investigations and outbreak control measures. Emergency preparedness activities include emergency response planning and evaluation, staff training and curriculum development, and developing publications for public use. Services provided:
Special Populations Division (410) 996-5112The Special Populations Division is comprised of four units. Each of these units provide distinct, yet related, services. The Mental Health-Core Service Agency performs planning and funding of service development for areas not otherwise covered in the public mental health system. Services include funding for the uninsured. The Personal Care program provides in-home practical help to chronically ill persons to allow them to stay in their homes and to live independently, as long as possible. The program is developed for long-term maintenance of patients at risk of institutionalization. Adult Evaluation and Review Services provides assessments for frail adults at risk of institutionalization. This unit develops comprehensive plans of care to allow the client to remain in their home. The Developmental Disabilities program provides case management to eligible residents having a developmental disability or suffering a severe disability occurring prior to the age of 22 years. The goal is to assist the individual to achieve optimal integration into society. Services provided:
